MISSION PRIORITIES

The gaps worth closing.

Focus areas for advisory and partner-led engagements. Each starts with a defined mission need, an assessment of existing capabilities and a practical scope.

INTEROPERABILITY

Connect the incident to the case.

Explore information handoffs across emergency communications, CAD, records, evidence and justice systems—with attention to data quality, provenance and access.

Explore engagement scope

Map critical workflows and data exchanges, identify duplicate entry and missing context, and define a phased integration roadmap with agency and vendor stakeholders.

OPERATIONAL COORDINATION

Build a shared operating picture.

Align incident management, C4ISR and intelligence workflows so authorized teams can coordinate across jurisdictions and disciplines.

Explore engagement scope

Assess situational-awareness needs, sharing agreements, common information requirements and partner responsibilities before selecting or connecting platforms.

RESPONSIBLE INNOVATION

Make AI and surveillance accountable.

Help define appropriate uses for analytics, ALPR, video, drones and generative AI, with human review and safeguards built into adoption planning.

Explore engagement scope

Develop use-case inventories, evaluation criteria, privacy and retention requirements, audit expectations and public-facing explanations with qualified technical and policy partners.

READINESS & EXCHANGE

Prepare the information foundation.

Address NG911 information and GIS readiness, federated intelligence exchange and appropriate connections among justice, corrections and health services.

Explore engagement scope

Assess governance, data stewardship, standards alignment and information-sharing boundaries; prioritize readiness work before broader integration.

GOVERNANCE & TRUST PLATFORM STRATEGY

Make trust part of
the platform.

A proposed GTG advisory offering for agencies and technology providers building an accountable foundation for information sharing, AI and surveillance.

01

Define the trust architecture

Connect operational needs with identity, access, purpose-based sharing, retention and audit requirements. Establish who can use information, for what purpose and under whose oversight.

02

Govern AI across its lifecycle

Shape evaluation, human verification, provenance and monitoring requirements—from selecting a use case to reviewing its real-world outcomes.

03

Build with an ecosystem

Develop platform positioning, partner roles and pilot roadmaps that connect existing systems while giving agencies meaningful controls and the public clear accountability.

Engagements may include a discovery assessment, governance blueprint, partner strategy and pilot plan. Platform implementation would be scoped with qualified delivery partners.

HOW AN ENGAGEMENT TAKES SHAPE
